The man behind the entire thing is called Anton Castillo, also known as El Presidente.

Fans of Breaking Bad will likely love this character because he looks exactly like Gustavo Fring from the show, and he is voiced by the same actor that plays him. Just an interesting little fact there for you. The nation of Yara is divided into seven regions in various states of disarray, and your job is to manage the various regions to achieve your goals.
