According to Biffle, his settings are geared towards optimum performance. He is also using a 1440p monitor so the details are still crisp for him. But considering that he is running an Nvidia RTX 3090, performance is pretty much not an issue.
He did not explain point by point the settings that he uses. However, with the streaming quality settings set to normal and the shadows set to low, it seems like Biffle has more balanced settings yet leaning a little bit towards better performance.
Biffle Warzone Controller Settings
DiazBiffle plays at fairly high sensitivity settings which allows him to move like a mouse and keyboard user. He is considered one of the best in-game when it comes to movement and aiming.
Biffle is using a Scuf Infinity4PS Pro Controller and he plays using the claw grip. Follow his settings but feel free to adjust depending on your personal preference.
Oh and a quick note. According to Biffle, if you are not using Hold on Slide Behavior then you are a bot. Just keep that in mind when finding your own settings. You do not want to be a bot now, do you?

His keyboard is a compact 60% mechanical keyboard but like his other peripherals, the exact model is unknown. The same goes for his mouse and mousepad.
Wrapping Up
Biffle is considered a prodigy when it comes to Call of Duty: Warzone. He already has a huge following at a young age and has won several tournaments as well.
Now that you know his Warzone setup, it is up to you to decide whether to go for it or not. His controller grip is also unconventional so keep that in mind.
